This position is in the Office of the Deputy Assistant Secretary Office of Administration (OA), Support Services, Property Management Division. The incumbent is responsible for the daily activities of directing, controlling, and coordinating all phases of the Warehouse Storage and Distribution operations to include receiving, storing, excessing, disposal, transferring, selecting, and shipping general or specialized materials and equipment.
Duties
Oversee the following functions for Veterans Affairs Central Office Campus (VACO): warehouse, administration, training, operations, safety, computers for learning, School Donation Program, budgeting, and forecasting.
Functional expert for the Asset Management System of Record (Maximo), and the lead Super User that provides training to all personnel and Equipment Inventory Listing Officials on Maximo processing and provisioning personnel into the system.
Serve on Maximo executive SOARD team as a board member and disseminate information to the field; will further assist in completing service request tickets for all VACO customers.
Serve as the Project Manager as well as the Contracting Officer?s Representative (COR) in the Warehouse Distribution Center and is responsible for monitoring Contractor?s performance and quality assurance
Work closely with the Contractor and Contracting Officer to resolve performance issues or contract disputes.
Coordinate work products to include the evaluation of Logistical reports, quantitative and qualitative data analysis regarding Warehouse Operations, and White Papers that explore program alternatives for all components.
Provide technical and administrative assistance to the Chief, Property Management Division, and conducts comprehensive studies to make viable alternative recommendations to resolve operational and administrative issues.
Process and direct the priority of the distribution and storage activities for all property and equipment for the entire VACO Campus.
Make operational decisions about the distribution facility, storage space, staffing, material handling equipment and related operating requirements.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Making operational decisions about the distribution facility, storage space, staffing, material handling equipment and related operating requirements. (2) Conducting comprehensive studies to make viable alternative recommendations to resolve operational and administrative issues. (3) Developing and providing performance metrics which provides analytical data on assigned programs.(4) Supervising, assigning work, and providing technical direction in accomplishing difficult work steps, tasks, and processes.
Education
There is no educational substitution for the GS-13 level.
