This position is located in the Contempt, Compliance, and Special Litigation Branch of the Division of Legal Counsel. This Branch conducts litigation in the U.S. Courts of Appeals, the District Courts, and the Bankruptcy Courts of the United States. Generally, this Branch is concerned with ensuring effective enforcement of and compliance with the Board's orders, and representing the Board's interests in litigation that is not jurisdictionally based on the Act.

Duties

As a GENERAL ATTORNEY (LABOR) (GENERAL COUNSEL SENIOR ATTORNEY), GS-0905-15, your typical work assignments may include: Exercising general supervision through subordinate supervisory staff over attorneys who are assigned to the preparation of cases for which the Branch is responsible; Managing subordinate attorneys engaged in the preparation of court filings and appearances as they seek compliance with Board decisions and orders (including those enforced by the Circuit Courts) either through contempt and/or some other collection procedure; Managing subordinate attorneys engaged in the preparation of court filings and appearances as they engage in litigation to protect the Board's jurisdiction; and Managing subordinate attorneys engaged in the preparation of court filings and appearances as they seek to protect Board interests in bankruptcy court matters.

IDEAL CANDIDATE STATEMENT The Ideal Candidate for the Supervisory General Attorney (Labor) (Branch Chief) position will have significant experience supervising contempt, compliance, and special litigation proceedings. The candidate will have excellent communication (written and oral) and organizational skills and be an expert in assessing the strengths and weaknesses of both cases and personnel. BASIC REQUIREMENT An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or JD). In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) at the GS-15 level. Specialized experience includes: Experience supervising the litigation of issues in NLRB administrative and federal court proceedings, including the National Labor Relations Act, the Administrative Procedure Act, the Federal Debt Collection Procedures Act, and the Bankruptcy Code; and Experience supervising discovery associated with administrative and court proceedings involving the National Labor Relations Act, the Federal Debt Collection Procedures Act, the Bankruptcy Code, and/or the Federal Priority Statute. This experience must be fully supported and articulated in your resume to receive consideration. TIME-IN-GRADE REQUIREMENTS All current Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-14 grade level or equivalent grade level of the federal service, is required to qualify for the GS-15 grade level. (NOTE: All current Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Excepted). As a current NLRB excepted service employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2. Also, block 34 must reflect "2"). NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. BAR MEMBERSHIP AND CERTIFICATION Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. The Agency's Internal or Self-Certification Form is not acceptable for verification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
