This position is located in the U.S. Department of Agriculture (USDA), Office of Small and Disadvantaged Business Utilization (OSDBU). The mission of OSDBU is to provide maximum opportunity for small, small disadvantaged, HubZone, service-disabled veteran-owned, and women-owned businesses to participate in USDA contracting processes and to fully integrate small business into all aspects of USDA contracting and program activities.

Duties

Identifies, gathers, analyzes, evaluates, and reports on information to address substantive issues and concerns related to OSDBU program operations, objectives, and goals. Synthesizes information and condenses the material for the comprehension of diverse targeted audiences. Drafts reports, responses, and briefings that require minimal revision. Assists the Director, supervisor, and other OSDBU analysts in the preparation and publication of documents regarding program activities for inclusion in USDA reports, memoranda, speeches, position statements, briefing materials, and other documents. Supports OSDBU management in writing and updating directives, rules, and regulations that impact small business programs and initiatives. Provides support to and maintains liaison with USDA agencies and staff offices, and with other federal and state organizations regarding their small business procurement and contracting programs, activities, and initiatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Program Analyst. For this position, the specialized experience is studying and analyzing work processes to identify deficiencies in socio-economic goals as it pertains to the Small Business Act; preparing reports and other documents related to small business activities for dissemination; verbally communicating, presenting on panels and exhibiting at small business conferences with internal and external customers; collaborating with internal and external customers and other federal agencies, responding to requests and requesting information regarding small business concerns. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
