The primary purpose of this position is: To serve as the AMC level senior Air Transportation Specialist/Airlift Operations Officer analyzing and implementing operating policies and procedures for AMC's support of Special Access Program (SAP) Special Assignment Airlift Missions (SAAM).
Duties
Serves as the AMC/TACC functional logistics systems expert and consultant to plan, organize and processes transportation requirements within the structure of the Defense Transportation System (DTS).
Coordinates airlift, air refueling and crew requirements with users, airfield managers, base/supporting agencies and command and control elements as required.
Develops complex detailed concepts of operations (CONOPS) for airlift and air refueling missions in support of routine and contingency user requirements.
Serves as staff specialist advising senior TACC and higher headquarters staff on complex airlift and air refueling operations issues.
USTC subject matter expert and manager for all JCS Focal Point Communications and Special Access Programs (SAP).
Performs a variety of special projects and assignments to include developing and maintaining an ongoing training program

- Incumbent must be able to obtain and maintain a Top Secret (TS)/ Sensitive Compartmented Information (SCI) security clearance and will be subject to random drug testing and polygraph examination.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Member must be available during non-duty hours to respond to emerging issues and unusual planning requests.
- The incumbent may be required to take part in test alerts and practice exercises.
- Employee is required to maintain pager and/or cell phone contact with the division at all times.
- Employee will be expected to report to work within one hour of notification unless otherwise coordinated and/or on leave.
- Work may occasionally require travel away from the normal duty station (TDY).
- The employee may be required to travel on military and commercial aircraft.
- Overtime and/or emergency overtime may be required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive knowledge of a wide range of traffic management policies. principles, and practices or in-depth knowledge of a specialized function or support service of traffic management, e.g. procurement, dedicated truck or air carrier service. foreign military sales, or material management; Utilizes skill in applying knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze. and resolve transportation issues or problems; Employs a broad knowledge of the operations, practices. and policies of the organization's functional or program activities. such as contract administration, production, or supply to develop. integrate. and coordinate transportation plans and programs; Exercises a thorough knowledge of agency policies and procedures (and in some cases the policies and practices of other agencies) to plan and develop transportation systems or services to satisfy user requirements, or to develop or interpret transportation policies, procedures, and guidelines.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of airlift and air refueling operational concepts, objectives, and applicable directives to make independent decisions and recommendations on worldwide airlift and air refueling missions. Knowledge of aircraft capabilities and limitations. to include range, air refueling requirements, configuration, loading and takeoff weight restrictions. Individual must have a thorough knowledge of international diplomatic clearance procedures and requirements worldwide to ensure planned missions that over fly, or land, in countries requiring clearances will be properly coordinated and cleared. Must have knowledge of aircrew flying limitations and crew rest requirements for airlift and air refueling aircraft as a mission safety and operational backup for the contingency and ICS exercise planners.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations. tactical airlift, deployment, mobilization, exercise, special operations. or similar operations; Thorough knowledge of the Single Mobility System (SMS), Global Decision Support System II (GDSS I), Air Refueling Management System (ARMS), Consolidated Air Mobility Planning System (CAMPS), Advanced Computer Flight Plan (ACFP). AMC Logbook, Computer Flight Planning System (CFPS), and Falcon View flight planning software to plan airlift and air refueling operations. extract/ analyze data in order to make timely decisions during execution, and report effectiveness of current policy and recommend/staff changes.
Knowledge of airlift regulations and policy regarding eligibility of cargo and passenger traffic for Special Assignment Airlift Missions (SAAM), opportune airlift. humanitarian, and channel missions. Must have knowledge of regulations and policy covering Special Security Operating (SSO) procedures. Individual should possess a working knowledge of the Planning and Decision Aid System (PDAS) for facilitating the implementation of Special Access Programs (SAP) as well as system security and administration policies; Knowledge of Special Operations Forces (SOF) command relationships, organizations, equipment capabilities and limitations. Must be able to interpret SOF requirements. validate requirements, and make recommendations to classified users to maximize efficiency of AMC airlift assets utilized.
Knowledge of AMC mission, policy, and regulations, along with Joint Staff and classified user procedures. Must have skills in conducting in-depth transportation studies, analyzing findings, and be comfortable in making recommendations to high-level officers.
Thorough knowledge of flying instructions. Flight Information Publications (FLIP) documents. guidelines, and worldwide route planning. international airway routes and structure, controlled and special use airspace. aeronautical charts. and flight safety issues.
Knowledge of and skill in applying, techniques used to defend and protect information and IT systems from inadvertent and advertent discloser; Ability to communicate skillfully and effectively with individuals or groups. of all military ranks and civilian pay grades, both verbally and through written correspondence. Must be able to develop and maintain good interpersonal relationships with representatives from a variety of organizations who possess common interests.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
