The primary purpose of this position is to serve as a Medical Inquiries Specialist within the Directorate of Congressional and Public Affairs, Office of the Air Force Surgeon General, with wide range of Congressional inquiry/liaison assignments.
Duties
Represents the Surgeon General in liaison activities with Members of Congress and their staff members concerning all aspects of Air Force Medical Service operations, working closely with the Secretary of the Air Force Office of Legislative Liaison.
Analyzes proposed reply received from Air Staff action agency, prepares response using computer technology, and obtains necessary coordination.
Advises the Director and Surgeon General on matters having important, Air Force-wide implications in order that necessary action may be taken.
Provides technical advice and guidance to members in the field, Major Commands, Surgeon General's staff or other areas of the Air Staff on problems referred to them.

- Overtime or irregular tours of duty may be required as workload demands. Environmental and Functional Factors - Pattern No. 3, HOI 110-334. Position is exempt under FLSA.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the organization, policies of the Executive Branch, the Office of the Secretary of Defense, other service departments, the Secretary of the Air Force, the Air Staff, the Surgeon General's Office, and major commands. Thorough knowledge of the workings of the Senate and House and their various committees and the protocol and procedures that apply in dealing with its principals and staff members. Detailed grasp of Air Force mission, vision, goals and key programs to ensure effective advocacy across a broad array of forums.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide-range of established concepts, principles and practices as they relate to Legislative Liaison, gained through experience and skill in applying this knowledge to difficult and complex assignments.
2. Comprehensive knowledge of the organization, policies of the Executive Branch, the Office of the Secretary of Defense, other service departments, the Secretary of the Air Force, the Air Staff, the Surgeon General's Office, and major commands.
3. Comprehensive knowledge of the programs and policies of the Air Force Medical Service, including an understanding of medical terminology and the elements and structure of a medical treatment facility setting.
4. Understanding of key public laws governing the services, such as Title 10, United States Code, the Freedom of Information Act, and Privacy Act, as well as the Uniform Code of Military Justice and non-judicial punishment.
5. Knowledge of analytical, evaluation, and research processes.
6. Skill in written and oral communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
