Duties
Serves as a Contract Specialist with responsibility for the full range of functions as a Warranted Contracting Officer.
Executes a full range of pre-award and post-award contracting functions from initiation and recommendation of award through contract close out
Develops, justifies, coordinates and completes a variety of procurement transactions from time of receipt to award of contract.
Develops solicitations and awards fixed price contracts involving specialized procurement.
Prepares contract findings, conducts pre-award conferences and meetings with contractors to clarify issues on contractual requirements.
Provides technical guidance and instructions to the contractor on obligations to be performed within contractual terms.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING certification within 36 months as of entrance on duty
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- Pre-employment drug testing is required.
- One year probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-12: Specialized Experience: One year of specialized experience which includes 1) Executing pre-award and post-award contracts from initiation of award through contract close out; AND 2) completing procurement transactions from time of receipt to contract; AND 3) and conducting surveillance and internal audits to validate compliance to laws and regulations solutions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
