About the Position: This position is located with the DHA - National Capital Region Market at Fort Belvoir Community Hospital in the Director for Medicine, Department of Family Medicine, Office of the Chief in Fort Belvoir, VA.
This is a Direct Hire Solicitation.
Duties
Identify problems with health care processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues.
Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons, gather and interpret data, making recommendations to leadership on findings that may affect productivity, access and quality of service.
Monitor and assist in the preparation of the annual budget.
Monitor and assist access to care (ATC) databases to ensure WRNMMC is compliant in expected appointment volumes and time frames.
Coordinate and consult with leadership on program administrative matters.
Maintain manpower database information for the Department including numbers of direct and indirect personnel, organizational locations, and availability for accomplishment of programmed workload.
Prepare authorized requests for information such as status of eligibility, suspense dates for matters concerning compliance, and information available from medical records.
Generate data and reports using Microsoft Office software and other software programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent to have tuberculosis testing.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes analyzing health care program metrics to recommend improvements and optimize health care operations; analyzing health system resources to provide critical resources and process inputs to make management and operational decisions; and designing statistical techniques to perform data collection. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration with course work in Health Care Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
