The position is in the Federal Trade Commission (FTC), Office of the Chief Human Capital Officer (HCMO). The incumbent serves as a senior management, program, policy, and project analyst; and workforce planning and succession technical authority with responsibility for assisting in the analysis, development, administration, coordination and oversight of key office programs, for managing resources in support of these programs, and for special projects, initiatives, and advisory services.

Duties

The incumbent serves as a senior as a senior advisor to the Chief Human Capital Officer and Deputy Chief Human Capital Officer assisting with a multitude of human capital projects. Some of the major responsibilities include: Working with senior leadership to develop and implement human capital initiatives, conducting research and identifying best practices in the industry and making recommendations to leaders on how such programs can enhance FTC's human capital programs. Making significant recommendations to the CHCO and HCMO managers with regard to correcting deficiencies and improving quality of service delivery. Performing and coordinating technical evaluations of HCMO program requirements to determine the eligibility, merits, and viability of complex projects and initiatives, and making recommendations on the implementation of changes to improve the efficiency of program operations. Researching new or improved business and management practices for application to HCMO programs or operations. Reviewing spending requests and providing recommendations on actions to the CHCO. Supporting the development of the HCMO annual forecasting of future budget needs based on the operational analysis of HCMO. Identifying the need for, and developing corresponding acquisition strategies and plans. This position assists the CHCO and DCHCO to identify organizational goals and develop strategies to meet these requirements.

Qualifications

To qualify for a Management and Program Analyst (Senior Management Analyst and Advisor) at the GS-15 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Serving as an advisor to executive leaders on multiple human capital programs; AND 2) Managing multiple high-priority human capital initiatives simultaneously; AND 3) Developing briefings, communications, and policy recommendations for Senior Executive leaders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
