The Transportation Services Division (TSD) serves as the expert source for economic analysis on agricultural transportation from farm to markets. The incumbent serves as a Supervisory Agricultural Economist who, among other tasks, provides a high level of technical and policy expertise for the Division, Program, Agency and Department.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Formulating agricultural transportation policies and research for the Transportation Services Division (TSD). Reviewing and analyzing regulations and research related to agriculture and transportation policies. Providing expert management advice to the Division Director on broad and complex transportation issues within a wide range of Agricultural Marketing Service (AMS) programs. Working directly with the budget office in all matters regarding the Division's budget. Supervising directly the work of Division staff.

  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: To be considered for this position, applicants must meet one of the following: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of post high school education, which included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus plus appropriate experience or additional education which demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation and together meet the requirements for this position. FOR THE GS-13 LEVEL: In addition to meeting the basic requirement listed above, applicants must also have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following: Experience writing a variety of briefing papers, policy statements, correspondence, talking points, and issue summaries that communicate statistics, data, and analysis to diverse audiences. Experience collaborating with internal partners, external industry contacts, and the general public on technical and economic policy issues. Experience reviewing industry, economic, and statistical reports and data sources to determine key summarization points on relevant technical and policy issues. Note: There is no education substitution for this grade level. FOR THE GS-14 LEVEL: In addition to meeting the basic requirement listed above, applicants must also have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following: Experience providing feedback on and directing others in development of written products including briefing papers, policy statements, correspondence, talking points, and issuing summaries that communicate technical statistics, data, and analysis to diverse audiences. Experience representing the organization to internal partners, external industry contacts, and the general public in order to explain, justify, and discuss, and collaborate on economic policy issues. Experience providing guidance and direction to subordinate economists and/or transportation specialists on economic industry assignments, gathering administrative data, meeting deadlines, and tracking milestones/accomplishments. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
