Duties
The United States Fish and Wildlife Service (USFWS), Ecological Services (ES) has developed two pieces of custom software that help USFWS and our partners with ESA Section 7 consultation: Effects Pathway Manager (EPM) and the Information for Planning and Consultation (IPaC). IPaC is a public-facing USFWS web application that provides information to external users to help them determine if a project will have effects on federally listed species or designated critical habitat (https://ipac.ecosphere.fws.gov/). EPM is an internal USFWS web application for documenting logical cause-effect relationships between an action on the ground and that action's effect on individuals of a particular species. As decision-support tools, IPaC and EPM improve the consultation process by informing more accurate and consistent determinations. IPaC also helps streamline the overall consultation process and improve consistency and transparency in our review.
As a IT Specialist (APPSW/INET) your duties will include but are not limited to the following:
Leading and mentoring a software development team
Guiding others to follow the Software Development Lifecycle (SDLC)
Presenting to a Change Management Board (CBM)
Working with the following Languages: Typescript/JavaScript, HTML, CSS, LESS, SASS and with Java 8 or higher
Working in the following Frameworks: React (16+, Hooks)/Angular, NodeJS, Spring, Groovy/Grails
Testing Libraries: e.g., Jest, Selenium
Trans piling in JavaScript (TypeScript/CoffeeScript), CSS Preprocessors
Templating (Handlebars, GSP)
Version controls: Git (GitHub, Bitbucket, GitLab)
Working with Webpack, NPM and with REST or GraphQL
Performing functional programming concepts
Agile methodology and tracking (Scrum, Jira)
Cloud technologies: Containers (Docker/Podman), Public cloud (GCP/AWS), Microservices
Working in the following Operating systems: Linux, Windows
Designing, building, and maintaining complex, mission-critical systems by striving for build and test automation, "keeping it simple", following industry best-practices, and embracing agile, test-driven development.
Utilizing other technologies: Apache Kafka, Elastic Stack, Apache NiFi, GDB, Valgrind, Apache JMeter, Artifactory/Nexus, Nginx, HAProxy, Glowroot, Drupal 7

Qualifications
Only experience and education obtained by 08/24/2023 will be considered.
In order to qualify for this position, you must possess both the Minimum Qualification.
Minimum Qualification [GS-13]:
One year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience include: Serving in a software developer leadership role overseeing a team of professionals; Administering development, operation, and maintenance of a complex application environment; Utilizing complex scripting and coding languages; Providing maintenance of cross-platform and cross-browser compatibility; Training customers how to utilize custom applications and reports that are created; Providing ongoing support for new and existing applications within an organization including technical and editorial support; Applying current Internet technologies and web-based application and accessibility technologies; Creating custom applications or creating customization for integration with COTS solutions; Managing system functions including the creation of workflows, applications, permissions and End-User training, utilizing out of the box functionalities, extract transfer and load (ETL), and integration tools; Leading development teams and customers through site creation and development activities (software development lifecycle (SDLC) to include; initiation of a development project, planning, execution, monitoring & controlling, and closing; experience with scripting languages, databases, web frameworks, Cloud technologies, CI/CD pipelines, Docker.
