The Budget Analyst TCF Intern is a developmental position, located in the Fiscal Service Line, Alaska VAHCS Medical Center in Anchorage, Alaska.
The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties of the position include but are not limited to:
You will gather, extract, review, verify, and consolidate a variety of narrative information and statistical data needed in the formulation and presentation of budget requests (e.g., estimates of the funding needs of subordinate organizational components).
You will compare figures in current estimates of funding needs by line item or object class with prior year expenditures and brings significant variations to the attention of the supervisor.
You will prepare preliminary budget estimates and reviews justifications for a few relatively stable program and/or program support activities.
You will research guides to extract legal, regulatory, program, and budgetary information for use by the supervisor or higher-graded analysts.
You will prepare summaries of narrative, quantitative, and statistical data in budget forms, schedules, and reports.
You will receive, screen, and recommend approval, disapproval, or modification of budget execution documents (e.g., requests for allotments of funds, requests for personnel action to fill vacancies, and travel orders) when such recommendations can be made on the basis of availability of funds and compliance with regulatory requirements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Test Requirement: ACWA testing is required at GS-7 grade level. (Note that references to "ACWA," the Administrative Careers with America examinations, pertain only to positions that meet the ACWA criteria).
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on education and/or experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compile and coordinate the presentation materials for all areas of the budget; analyze and evaluate the effects of program plans and budget issues for all programs of a Health Care facility; prepare reports of analysis, making recommendations for remedial action; prepare a wide variety of cost reports, balance sheets, and recommendations required for analysis of potential policy revisions; identify relationships between projected major program changes and projected budgets and enter budgetary data into a variety of forms, schedules, and reports.

Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement. Education at the graduate level in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts required.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. An equivalent combination of specialized experience and post high school education as described above that demonstrates my ability to perform the duties of this position. For the GS-07, only education in excess of 4-year course of study leading to a bachelor's degree. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. If you are qualifying on education, transcripts are required. The total qualifying experience as a percentage of the experience required for the grade level as indicated in A, and the education as a percentage of the education required for the grade level as indicated in B and then adding the two percentages. The total percentages must equal at least 100 percent to qualify this grade level. Note: If you select this option, a copy of your transcripts is required. Education cannot be credited without documentation. Your resume must indicate clearly the nature of your duties and responsibilities in each position and the number of hours a week spent in such employment. Transcripts required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
