The Kansas City VA Medical Center is seeking a highly qualified Management Analyst to join our team in Medical Subspecialty Care Service line.
Duties
The incumbent will integrate four major elements of operational responsibility: The integration of major and minor data sources within the VA; the analysis of workload at the individual, programmatic, section, and service or system level; and the analysis of clinical practice patterns and clinical outcomes management; and studies and special projects. The incumbent is the key information management expert in creating the data streams essential to the operations, organization, and decision-making processes within Medical Subspecialty Service. The analyses provided by the incumbent will enable service administration to assess risk factors, clinical outcomes, and forecast internal and external trends. The incumbent will be the resident expert on VistA and other VA information systems, the derivation of pertinent data sources from these information streams, use of statistical analyses and the developmental research work for the application of software and hardware by service staff for both administrative and clinical applications. The work will allow the management of limited resources including staffing, productivity, operations, workload, and budget to reach maximum potential.
Integration and Management of Major and Minor Data Based Information Sources and Data Streams.
Resource and Operational Management: Aggregation and Analysis of Stratified levels of Programmatic Workload.
Clinical practice management: Analysis of Clinical Practice Patterns, Outcomes Management and Alternative Decision Making at the Provider, Section, and Service Level.
Studies and special projects.
Work Schedule: Monday - Friday, 0730-1600

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes a variety of computer software and programs to collect, analyze, compile and track data and statistical information; Uses available computer programs/tools to assist in tracking of budget, equipment inventory, assigned property, staff, workload, clinic access and space OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or L.L.B. or J.D. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-07.
