About the Position: Serves as a Legal Administrative Specialist for the Joint Special Operations Command at Fort Liberty, NC.
Duties
Manages the Legal Assistance Program, Government Ethics Program as well as the Labor and Employment Litigation Program and Docket.
Act as the point of contact and liaison for all organizations and individuals requesting Administrative Law and Legal Assistance support.
Support the Commanding General and Staff Judge Advocate's (SJA's) priorities by delivering creative and innovative operational solutions grounded in information technology (IT).
Independently conducts legal research on a variety of administrative legal issues and drafts legal reviews for attorney signature as assigned.
Independently plans, schedules, and carries out major projects concerned with the analysis and evaluation of services, programs, and organizational effectiveness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Subject to short notice recall. Must reside within normal commuting distance of Fort Liberty, NC (50 miles).
- May require temporary duty (TDY) travel 10% of the time.
- Performs occasional evening, weekend, and holiday work to assist in the timely production of operational readiness activities.
- The employee may be required to work overtime.
- Must obtain and maintain notary public in the State of North Carolina. The OCJA will provide time and funding for testing.
- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- This is a drug testing designated position and requires the incumbent to complete a drug test examination prior to appointment and periodically thereafter.
- Appointment to this position is subject to a one year probationary period unless previously completed.

GS-09 Specialized Experience: One year specialized experience which includes 1) Maintaining legal materials (library, files, databases) for researching and gathering of legal information for preparing and reviewing legal documents; 2) Providing clerical support to a variety of staff such as copying, assembling, transmitting, and reviewing various documents; 3) Preparing written communication to convey legal issues and positions to supervisors and clients; 4) Adhering to industry standards and regulations to provide assistance with legal systems, tools and processes and to ensure confidentiality of client information, attorney work product, and personally identifiable information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-11 Specialized Experience: One year specialized experience which includes 1) Assisting in the business operations and management of a legal office; 2) tracking legal training completion and readiness of personnel serving in a legal office; and 3) communicating (both written and oral) with senior level leaders within an organization and with external customers to provide information and guidance; 4) Providing assistance to the Command's primary Ethics Counselor in matters involving standards of conduct and ethics in Government. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-12 Specialized Experience: 1) Managing the operational functions of a legal office, to include business processes, personnel management, resource allocations, and legal systems administration; 2) Ensuring the training and readiness of personnel serving in a legal office; and 3) Communicating (both written and oral) with senior level leaders within an organization and with external customers to provide information and guidance; 4) Providing assistance to the Command's primary Ethics Counselor in matters involving standards of conduct and ethics in Government. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-13 Specialized Experience: 1) Directing the operational and management functions of a legal office to include establishing business processes, personnel management, resource allocation decisions, and legal systems integration and administration; 2) Managing the training and continuing legal education, certification, administration, and readiness of personnel serving in a legal office; and 3) Communicating (both written and oral) with senior level leaders within an organization and with external customers to provide information and guidance; 4) Serve as the primary assistant to the Command's primary Ethics Counselor in matters involving standards of conduct and ethics in Government. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
