About the Position: Incumbent works under the general supervision of the Regional Command Judge Advocate in the Medical Readiness Command (MRC), U.S. Army Medical Command (MEDCOM). Serves as Paralegal Specialist providing legal support work in legal assistance to attorneys and clients.

Duties

Independently manages the office administrative operations. Provides support to the Command Judge Advocate and staff attorneys on administrative law matters, which may require coordination with supporting Office of the Staff Judge Advocate Renders recommendations, opinions, and assistance on federal ethics, fiscal, and travel matters. Manages the Region Gift Acceptance Programs, including gifts of travel IAW U.S. laws and gifts to the Command and their families IAW law, regulation, and policy. Exercises discretion and independent judgment in support of the command Freedom of Information Act (FOIA) and Privacy Act programs. Works with the installation Consolidated Legal Office (CLO) on Military Justice actions related to the MRC staff and subordinate activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • There is a recurring requirement for lifting moderately heavy items such as typewriters, computers and boxes of tax forms and records. (Approximately 30 lbs).

Specialized Experience: One year of specialized experience which includes administers military justice programs to include but not limited to prepare Article 15s, assemble separation packets, prepare and processes legal actions AND provides administrative support to a law office. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementAdministrative LawTechnical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
