The Supervisory Financial Administrative Specialist is responsible for performing a broad range of duties to achieve the established Office of Community Care expected results for medical billings, and reimbursable and non-reimbursable collections.

Duties

The Supervisory Financial Administrative Specialist (Billing) position is to provide billing oversight and administrative supervision of those staff performing billing and billing related functions under the position's area of responsibility. Duties include, but not limited to: Insures that all billing information entered and maintained in the automated billing system is timely and accurate. Reviews health insurance policy provisions to identify and comply with individual requirements. Investigates gaps in support of billing functions for improved outcomes and presents solutions to Billing Manager. Establishes and maintains effective working relationships with internal and external customers. Prepares correspondence, reports, memoranda, or other written products concerning a wide range of issues surrounding billing activities. Interprets billing laws, rules, regulations, and policies, developing and implementing local policies, and defining administrative requirements. Monitor and evaluate administrative activities. Ensure all assigned staff receive quality and timely technical training applicable to their position and comply with all Federal, VA, VHA, OCC and CPAC mandated training requirements. Establishes and maintains effective working relationships with others throughout the organization as well as externally. Prepares and delivers briefings to Billing Manager on findings and recommendations on problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. Directs, coordinates and/or oversees work performed by subordinate staff. Plans work to be accomplished by subordinates while establishing and adjusting short-term priorities and deadlines as needed. Insures that all billing information entered and maintained in the automated billing system is timely and accurate. Reviews health insurance policy provisions to identify and comply with individual plan requirements. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday (08:00am - 4:30pm) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a (GS-09) position you must have served 52 weeks at the (GS-07). For a (GS-11) position you must have served 52 weeks at the (GS-09). Note: An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: In addition to TIG requirements above, you may qualify based on your experience and/or education as described below: You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to: Experience using and working with coding systems. Advanced knowledge of healthcare reimbursement, VA regulations and eligibilities. Oral and written communication skills. Understanding of the inter-relationship of healthcare support functions and operations. Knowledge of billing guidelines and workload with qualitative and statistical analysis. Experience working in healthcare billing such as Medicare, TRICARE, and CHAMPVA guidelines, Sharing Agreements, Worker's Compensation. Experience organizing and directing teamwork. -OR- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one year of graduate education. Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to: Comprehensive and thorough knowledge of billing guidelines, healthcare reimbursement, CMS guidelines, third party insurance policies and requirements, accounting regulations, eligibility, VA regulations, Compliance regulations, as well as complex Electronic Data Interchange (EDI) systems that require extended training and experience. In-depth knowledge of the range of laws, policies, regulations, and precedents applicable to the administration of one or more important public programs related to health care financial management. Comprehensive and practical knowledge of the framework of regulatory material regarding healthcare billing such as Medicare, TRICARE, and CHAMPVA guidelines, Sharing Agreements, Worker's Compensation, appropriate Public Law, rules and regulations. Knowledge of coding systems such as ICD 9/ICD-10, CPT and HCPCS, as well as modifier and revenue code guidance. Comprehensive knowledge and understanding of the inter-relationship of healthcare support functions and operations such as: accounts receivable management; billing; health information management; patient access; compliance; insurance verification; financial reporting. Ability to plan, organize and direct teamwork and to negotiate effectively with management to accept and implement recommendations. Expert Oral and written communication skills to establish and maintain effective work relationships with a broad range of people with conflicting priorities and goals. -OR- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. -OR- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree. You will be rated on the following Competencies for this position: Administration and Management Decision Making Leadership Technical Competence Insurance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
