Duties

Develops and manages the DLA Logistics Operations J3 Enterprise budget (approximately $80M annually). Monitors budget execution and negotiates program requirements with staff. Serves as approving and authorizing official for travel, training, manpower authorizations, security, time and attendance, information technology acquisition and upgrade, and the directorate's communication plan. Manages Agency efforts to assure the logistics operations program of record is fully integrated with the emerging new business practices. Manages the integration of financial management and performance objectives; monitors the business plan execution and assesses actual performance against goals proposed in the new processes developed, and recommends corrective action to problem areas. Meets with a broad range of senior managers on behalf of the Director to develop specific plans and to resolve outstanding issues. Leads study groups on transformational issues, planning operational requirements, and topical issues to evaluate the content of new or revised DoD logistics/Customer policies to determine impact upon the Agency to perform its assigned mission. Plans and directs the work of the business management office staff. Establishes multi-year plans for directorate work programs.

Qualifications

To qualify for a Supervisory Business Manager your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-ingrade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conducting customer requirements analysis and assessments on operational and contingency support issues and translating them into cogent plans. Monitoring budget execution and negotiating program requirements for an Enterprise level organization. Managing the integration of financial management and performance objectives and monitoring business plan execution against targeted goals. Planning the work of a business management unit and making decisions on policies concerning the career management of assigned staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
