The purpose of this position is designing, leading, and managing projects that include workflow analysis (clinical and administrative), various communication and information sharing systems and related databases.
Duties
Major Duties Include but are not limited to:
The incumbent under the guidance of the supervisor takes on a role in improving facility operational processes, in the realms of efficiency, communication, and information sharing.
Serves as the technical specialist for the facility for design, management, and improvement of the facility's primary internal customer information sharing and collaboration tools, the Intranet and SharePoint Portals.
Provides consultative support on identifying appropriate process measures and monitors quality and performance improvement based on workflow analysis tools and principles.
Serves as the web solution developer responsible for creating, designing, and maintaining web pages, workflows, forms, custom navigation elements, custom content types & site columns, retention policies, site governance and solutions for the facility's Intranet and internal webs.
Develops, implements, and integrates systems under the guidance of Analytics and Business Solutions program within Systems Redesign and Improvement.
Designs new technical and operational functionality within the internally facing webs and Intranet and sites environments with an eye toward reusability applicability, and sustainability for VA Health Care System and catchment area workflow needs and problems.
Creates technical model of operational units' workflow applying knowledge of unit business processes establishing standards for use, creating shared document libraries, granting and restricting privileges to content, creation of master pages, layouts, and themes as appropriate.
Develops and implements a collaborative information environment services training program for operational users.
Develops and maintains the facility's web pages and portal hierarchies to effect logical organization and presentation of information.
Works with facility, privacy officers to create actionable monitoring policies and procedures to protect sensitive information on the Intranet.
Develops business-case analyses for assigned projects, programs, and tasking. Conducts feasibility analyses and special studies on information sharing direction and future, and applicability to the customer base.
Reviews and appraises existing operating methods, practices and procedures detecting operating deficiencies, inefficiencies, or unfavorable trends with responsibility for recommending adaptable solutions achieving desired goals and objectives.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Expert knowledge and skill in website design, administration, and digital interfaces with Intranet sites and content management systems. Strong experience with database architecture, structural database implementation and database development.
Expert working knowledge of multiple software web solutions and ability to implement integrations or operational data sources for smooth system interaction and extensible data enhancements and system change management.
Utilizes statistical data and cost analysis as needed to review trends and make recommendations regarding policies, workflow changes, and changes in the program's direction; and utilizes extensive analytical ability to perform comprehensive analyses to support recommendations and findings.
Skill in applying wide range of quantitative and qualitative analytical and evaluative methods, techniques, to issues or studies concerning the efficiency and effectiveness of program operations, especially as they relate to Intranet communication system redesign.
Ability to work effectively under pressure with minimal supervision, juggle multiple assignments, shifting priorities sticking to communicated deadlines.
Ability to analyze digital information sharing platforms capabilities, technical processes and/or functions, document findings, identify areas for improvement and create specifications and implement.
Superior attention to detail, good problem-solving analytical skills, and the ability to use them to resolve technical and logistical problems, possessing an excellent understanding of business requirements and IT strategies.
Expertise in and a thorough grasp of Information Technology systems, services, characteristics and concepts, and the interfaces between each as well as the ability to identify new technology for our innovations.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. There is no educational substitution for the GS-XX level.
