You will serve as an Equal Employment Specialist in the Office of the Chief of Staff of MILITARY SEALIFT COMMAND.
Duties
You will develop resolutions and disposition to EEO complaints of discrimination and prepare recommendations to higher authoritative levels.
You will write and prepare complex appeal briefs, which requires the research of case law.
You will write and prepare required written counselor reports.
You will counsel or advise aggrieved persons about the EEO complaint process.
You will manage command-wide programs such as the Complaint Processing Program.
You will provide EEO counseling to employees, former employees and applicants for employment who believe they have been discriminated against.
You will counsel and explain the Alternate Dispute Resolution (ADR) while advising aggrieved persons if the program is offered.
You will provide advice to managers, supervisors, committees, employees, or applicants on legal and EEO program issues and requirements.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Selectee must obtain and maintain a current valid United States driver's license.
- 20% or more travel may be required to various work sites which includes OCONUS locations as well as ships at sea and in various ports worldwide. On site visits required to present training and briefings and perform climate surveys.
- Must be able to maintain a U.S. Government passport for official OCONUS travel.
- Occasional overtime is a requirement of the position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS-12: Experience conducting extensive counseling and providing advisory services to both management and employee. Experience providing EEO counseling to employees, former employees and applicants for employment who believe they have been discriminated against in violation of anti-discrimination statues. Experience thoroughly reviewing formal complaints and appropriately acting upon any deviation and/or need for clarification to ensure timely and proper processing of the formal complaint. Experience writing and preparing complex appeal briefs, which requires the research of case law and significant precedent setting case. Experience compiling, reporting and analyzing statistical data to evaluate EEO complaints and to identify potential and current problem areas.
GS-11: Experience counseling aggrieved persons about the EEO complaint process. Experience writing and preparing written counselor and other reoccurring EEO reports. Experience writing and preparing written recommendation for acknowledgement for investigation or dismissal of the complaint to the serviced activity. Experience managing various databases in order to prepare reports/statistical data. Experience providing advice and assistance to managers, supervisors, committees, employees or applicants on legal and procedural EEO program issues and requirements.

Education
Substitution of Education:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to the position being filled.
OR
A combination of experience and education as described above that equates to one year of experience.
