You will serve as a Deputy Director Equal Employment Opportunity (DDEEO) for the MILITARY SEALIFT COMMAND (MSC). You will provide and support an EEO program for ashore and afloat workforce. The workforce population involves approximately 1,200 ashore civilians executing the MSC mission and approximately 5,000 CIVMARs employed by MSC for assignment to government owned and operated vessels worldwide.
Duties
You will advise both managers and the DEEO regarding matters pertaining to EEO programs and human capital diversity including eliminating and overcoming systemic barriers.
You will provide input to the DEEO on development and implementation of an Affirmative Employment Program (AEP).
You will administer an EEO complaint processing system, ensure MSC is in compliance with higher echelon EEO policy implementation and reporting requirements.
You will administer the Alternative Dispute Resolution (ADR) program, and provide EEO training to Command employees.
You will serve as the Division supervisor and provide first level supervision to assigned employees.
You will develop and implement strategies for Special Emphasis Programs such as the Hispanic Employment Program and People with Disabilities Program, and other programs as required.
You will provide reports to the MSC DEEO on diversity and barrier analysis of workforce and periodic reporting on demographic profiles; provide input toward reporting requirements, such as the EEO Commission (EEOC) Management Directive 715 (MD-715).
You will coordinate public contacts and the release of EEO-related information to news media with the MSC Public Affairs Officer through the DEEO and MSC N1.
You will develop EEO program instructions and review personnel administrative guidance, practices , procedures, policies , instructions, directives, etc., to ensure EEO program compliance.
You will integrate work of the Division with the goals and objectives of the Department of the Navy (DON) Reasonable Accommodation (RA) Program.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders.
