Duties

The primary purpose of this position is to serve as the Senior C4I Manager and Advisor supervising the planning, directing, organizing, and exercising control over the coordination, management, and execution of the Chairman Joint Chief of Staff (CJCS) Command and Control Interoperability Program (C2IP) for USCENTCOM. Plans, organizes, and administers the development, establishment and sustainment of methods, procedures and techniques to support secure interoperability activities between U.S. Forces and USCENTCOM Regional Partners in support of USCENTCOM's Theater Strategy and USCENTCOM's Theater Security Cooperation Strategy objectives. Plans, schedules, coordinates, executes and facilitates cross-command and Regional Partner interoperability conferences, programs and special working groups. Represents USCENTCOM on variety of DoD, USG, Foreign Country forums, and other major commands meetings, panels, study groups, work groups, and other planning activities regarding assigned mission and functions.   • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is an intermediate level Security Cooperation Work Force Development position.

Qualifications

(Cont.) Conditions of Employment: Duties of this position entail alternative duty schedules (including extended shifts (12.5 hours); nights, weekends, and/or holidays; being recalled for urgent situations; and/or working overtime in response to surge situations). Requires physical ability to lift/carry 50 lbs. of conference equipment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery level knowledge of intradepartmental and interdepartmental relationships involved in managing coalition information systems. Must possess the poise and professional competence necessary to perform effectively at relatively senior military levels on matters of significant importance to the United States; knowledge and ability to articulate problems and proposals, both orally and in writing, in a concise, accurate, and professional manner to both U.S. and Foreign Partner senior ministry and joint level officials, Command and Control Interoperability Program innovative solutions, compliance at the strategic, operational and tactical levels and reconcile diverse viewpoints with knowledge needed to thoroughly understand how regulatory programs are administered to apply appropriate program evaluation, and determines the extent of compliance with processes, regulations, and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of combatant command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations to include in-depth knowledge of policies, procedures of the COMSEC Release to Foreign Nations and its direct impact on the USCENTCOM Theater Strategy. 2. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major Joint Combined Coalition C4I Interoperability activities such as operations, exercises, special operations, or similar operations to include knowledge of Foreign Military Sales (FMS) process, Letters of Request (LOR), Letters of Acceptance (LOA), Pricing and Availability (P&A), and associated timelines. 3. Ability to plan, organize and direct the daily operations of an organization, to mentor, motivate and evaluate a staff of subordinates, and to review, assess, and recommend changes of work of assigned staff. 4. Ability to communicate both orally and in writing with technical accuracy; discuss and negotiate international agreements and discuss complex issues at the senior executive levels of Command and foreign country Ministry level. 5. Demonstrated interpersonal skills, including the ability to collaborate effectively in networks, communities of practice and with senior level staff, managers and representatives within the USG and Foreign Country Ministry of Defense. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
