This position is located with the Bureau of Indian Affairs, Great Plains Region, Indian Services, in Aberdeen, South Dakota.

Duties

Serve as the Deputy Regional Director - Indian Services. Serves as the designated official for upholding and discharging the trust responsibility of the Secretary of the Interior through public laws and regulatory requirements concerning community services and transportation resources. Maintain a close working relationship with tribal councils, Native American leaders and organizations to learn their opinions and understand their attitudes on reservation. Responsible for the review of activities of state, local and federal agencies, and governments for impact(s) of affected tribes. Meets with Regional Director, agency staff, and interested parties to coordinate efforts and provide assistance regarding the trust responsibility of the United States with respect to Native Americans when entering a contract, compact, or accord. Responsible for budget formulation and justification, financial analysis, quality improvement methods and initiatives, strategic and program planning, programmatic internal controls, analytics and reporting tools. Responsible for the review and appraisal of the various programs and activities within Indian Services that make up the total comprehensive trust program within the Region's jurisdiction. Provides direction and leadership to the Division of Transportation and Division of Tribal Services within Indian Services as established within the jurisdiction of the Region.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Group Coverage Qualification Standard for Administrative and Management Positions, GS-0340). GS-15: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-14 in the Federal Service (obtained in either the public or private sector). This experience must include the responsibility of the organization, mission, and objectives of BIA to carry out the management functions as the Deputy Regional Director - Indian Services: administer public laws, rules and regulation requirements, and court rulings relative to Indian affairs; Analyzes program capabilities to provide the required services, formulates budgets including identification of deficiencies, coordinates with other federal, state, and local agencies on matters relative to the overall goals and objectives of the Tribe and promotes self-determination and self-governance through coordination and administration of P.L. 93-638 contracts and grants; supervise, monitor and regulate employees in their performance of assigned or delegated tasks, and interpersonal skills. Education:Education is not applicable at this grade level. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled. NOTE: This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
