The purpose of this position is to assist the Director of Field Operations (DFO) in the operation of a comprehensive health care program for the Great Plains Area Indian Health Service. The incumbent has delegated authorities and responsibilities to assist the DFO for planning, implementing, directing, managing, coordinating and evaluating the overall Area health care programs in terms of Indian Health Service and Area objectives.
Duty Station selection of either Aberdeen, SD or Rapid City, SD.
Duties
Assists the Director of Field Operations in providing program direction and management of the Area's health care delivery system.
Represents the Area in administrative liaison with the other agencies, federal, state, community, Indian Tribes, and professional organizations regarding Area programs.
Meets and consults with tribal groups and leaders at local, state, and national levels to stimulate and promote their fullest possible participation, advise, and consultation in carrying out the total health program for the Area.
Recommends indicated policy or procedural changes, translating these into appropriate categories; such as patient services, health care delivery, organization, planning and evaluation systems, finance, staff, equipment and supplies.
Qualifications

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Assume responsibility and authority for the administrative direction, supervision, coordination and evaluation of health care programs to ensure operation objectives and results are in accordance with overall organizational needs.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
