About the Position: Serves as a Network/Telecommunications technical expert with responsibility for assisting in analyzing network equipment and software reliability and utilization reports for large, complex equipment and software systems to identify and correct problem areas. Assist in the management and securing of three Mission Training Complex (MTC) security boundary stacks supporting all training exercises.
Duties
Analyzes network equipment, software reliability, and utilization reports for large, complex equipment and software systems to identify and correct problem areas.
Oversees implementation of new network system hardware and software and develops operating procedures.
Establishes test criteria and data for network interoperability to ensure all network systems are tested for completeness and accuracy.
Develops proposals involving a variety of highly specialized network systems and state-of-the-art enhancements designed to meet unique local requirements and improve operational efficiency.
Prepares and presents systems security evaluating and interpret security requirements to other information technology specialist, customers, and scenario agency officials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position is designated as IAT Level II position. Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position.

Basic Requirement for an Information Technology Specialist (Network Services):
Specialized and Other Experience: One year of specialized experience which includes experience installing, configuring and troubleshooting network systems; providing recovery of operating malfunctions involving various hardware and software failures; monitoring operation of a complex network environment to restore operational service; configuring and installing network equipment for operation; and providing support to users on network malfunctions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Completes thorough and accurate work independently, even in the most difficult or stressful situations in information systems security technologies. Occasionally reviews work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Resolve routine and non-routine problems, questions, or complaints for network systems. Develop and maintain strong, mutually supportive working relationships with customers. Conduct evaluation of support to determine quality of services and customer satisfaction, and recommend procedural changes based on customer need or changes in policy and/or regulation for network services.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Convincingly convey complex information to customers on network services. Present thoughts that are well- organized and demonstrate confidence in the facts and ideas. Adjust style when working with individuals with different levels of understanding; use various methods to explain and convey information of network services.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Solve complex or sensitive problems by developing and proposing strategic alternatives for network services. Identify possible conflicts and shared benefits. Help team anticipate problems and identify and evaluate potential sources of information; provide feedback and coaching to others to help solve problems. Engage appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs. Evaluate the effectiveness of decisions and adjust future decisions as appropriate.
