About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Stand Alone Network Enterprise Center, Joint Base Lewis-McChord.

Duties

Serve as a Standalone Network Enterprise Center Networking Infrastructure Division Chief with a span of responsibility that encompasses three branches supporting Joint Base Lewis McChord Installation and Yakima Training Center. Implement and support theater and enterprise initiatives, projects, and programs for defining, evolving, evaluating, and improving information management functions across a joint installation and satellite supported agencies. Serve as the primary network systems integrator for Classified Landwarnet (SIPRNet) and Unclassified Landwarnet (NIPRnet) within the Network Enterprise Center and other supported agencies. Recognize, anticipate, detect, and respond when an operational, business, or organizational change will have consequences on the delivery of C4IM or Joint Base Common Operating Levels Services. Coordinate issues within NETCOM, 7th Signal Command, 106th Signal BDE, DISA, and with DA, Army program managers, DOD, and JCS organizations focusing on relating customer’s requirements, program and Army objectives with assigned activities. Develop funding guidance and participate in fiscal planning to develop input into the annual Program Objective Memorandum for supporting NETCOM, 7th Signal Command and 106th Signal BDE and SANEC program objectives. Anticipate and prepare for military contingencies or surges in workload as well as putting in place mechanisms to accommodate ongoing evolution of customer requirements. Manage, provide oversight and control of the Telecommunications Network, GIG-E Backbone, transport and telephone systems, Video Teleconferencing facilities and Multimedia systems and support. Determine and implement current, continuing, and future computer network design, installation, maintenance and performance improvements. Performs project management for technical specifications, statements of work, and engineering change proposals for implementation of new communication requirements. Provides supervision through assigned subordinate supervisors in the daily operations for delivery of C4IM and Joint Base Common Operating Levels Services.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This is a Sensitive position. The incumbent must obtain and maintain at a minimum a Secret security clearance with favorable T3 investigation. Failure to do so may result in separation for the efficiency of the Federal Service.
  • Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03, Cyberspace workforce qualification and management program.
  • Position requires completion of a supervisory probationary period, if not already completed by the incumbent.
  • In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • Work may require travel away from the normal duty station on an infrequent basis up to 25% of the time.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated byproviding expert technical advisory services regarding telecommunications systems, classified/unclassified voice/data networks, video teleconferencing, S/VOIP systems, Land Mobile Radio and Frequency Management to analyze, assesses, and interpret technical information and administrative/planning requirements needed to align the organization with long-term enterprise lines of effort; reviewing results of analytical studies and input from organization stakeholders to consolidate data into a plan for information technology growth/change at the installation and tactical level; managing the budgeting/planning process for information technology/management programs to develop plans to support current and plan for future architecture/infrastructure implementation to meet financial constraints or develop alternative solutions; managing audit, review, and compliance processes of Cybersecurity Program requirements (including but not restricted to technical, physical, and traditional security) for all network devices, systems/appliances, applications, and buildings an organization has sole or shared responsibility of to ensure program meets applicable guidance/regulations. AND The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
