You will serve as a Resource Coordinator (Mechanical Group) in the Production Resources Department in the of NORFOLK NAVAL SHIPYARD.

Duties

You will be directly responsible for the movement of personnel between projects and ensuring the proper mix of personnel is available to perform the tasks required. You will conduct meetings as necessary with project team members to discuss and resolve resource shop and/or project team problems. You will prepare all paperwork for sending nuclear and non-nuclear personnel TDY. You will request/cancel medical appointments, training and other events that impact the employee?s ability to be assigned as project and internal shops available resource.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-11: Experience evaluating and making decisions on non-routine, costly, or controversial training needs and requests. Experience making decisions to effectively complete workload according to established priorities and procedures. Experience using sound judgment to simultaneously integrate and weigh situational constraints, risks, and rewards. Experience analyzing practices and problems to map causes and develop and implement improvements and solutions. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-09: Experience making recommendations for addressing and correcting deficiencies. Experience advising senior leaders on the most effective use of resources (e.g., manpower, facilities, equipment) within an industrial organization. Experience coordinating manpower and other resources to meet nuclear and non-nuclear work demands during unplanned situations. Experience managing resources needed (e.g., manpower, materials, equipment, staff support) for completion of nuclear or radiological work. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

For the GS-11:
Ph.D. or equivalent doctoral degree or

3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
