You will serve as a Program Analyst in the Digital Warfare Office of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will perform as a recognized authority in the analysis, evaluation, and refinement of Maritime Targeting Cell - Afloat (MTC-A) program requirements. You will prepare and justify Navy positions on resource allocation within the assigned group. You will review, analyze, and evaluate various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, and operational gaps, etc. to assess and determine the warfighting impact requirements have on Navy missions. You will coordinate with internal and external experts, decision-makers, program managers, and military departments regarding complex programmatic decisions and program plans.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing data to support acquisition budget estimates and resource requirements; 2) Applying knowledge of existing Navy and Marine Corps network programs to determine operational capabilities and integration opportunities for future program requirements; 3) Utilizing systems such as Microsoft Office programs and the Program Budget Information System (PBIS) to execute mission requirements; 4) Applying Federal, DoD, and Navy acquisition policies, practices, and regulations to assess acquisition program outcomes; 5) Coordinating with staff and senior officials from Department of the Navy (DON) and various commands to develop program requirements; and 6) Applying knowledge of the Navy Planning, Programming and Budgeting System (PPBS) and Program Objective Memorandum (POM) process to prepare long-range and short-range planning guidance in accordance with agency program policies and objectives.
