About the Position: Serves as a Regulatory Team Leader, advises lower grade employees and serves as project manager for large and complex regulatory actions. Duties

Evaluate all levels and types of Department of the Army (DA) permit application and compliance cases (including those complex and/or controversial in nature) for activities in waters of the United States and/or navigable waters of the United States. Represent the Corps Regulatory program with other Federal, State and local governmental agencies, private interest groups and the general public in support of Section activities and responsibilities. Assist in the management of the District regulatory program through the development, administration, and implementation of programmatic initiatives and requirements such as local permit operating procedures. Make recommendations or final decisions on Department of the Army permit applications and jurisdictional determinations within program area of responsibility affecting all waters of the United States throughout the District. Plan work to be accomplished, identifies, sets, and adjusts long-term priorities, and establishes schedules for completion of work. Advise/mentor lower grade employees on procedural aspects of the regulatory program, including but not limited to the preparation of public notices, letters, Environmental Assessments, and correspondence. Review and coordinate work prepared in either draft or final form by lower grade employees, for technical accuracy and adherence to policy. Advise lower grade employees on field investigations, fact finding activities, aerial imagery interpretation, legal procedures, and documentation.

Specialized experience is defined as: reviewing vegetation, soils, and hydrology sufficient to verify the accuracy of wetland delineations; preparing environmental assessments based on analysis of study findings on the effects of management activities on regulatory programs; experience in implementation of the Corps Regulatory Program and associated regulations, policies, and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
