Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Duties
The incumbent is the principal staff advisor to the State Director (SD)/Associate State Director (ASD) for all statewide administrative and support service programs and functions.
Provides national policy interpretation, develops statewide policy, and makes recommendations on short and long-range administrative and support service initiatives.
Plans, organizes, and oversees the activities of the Division of Support Services. Develops goals and objectives that integrate organization and multiple program objectives.
Review systems that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved.
Ensures actions taken directly as well as those by subordinate supervisors promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
As staff advisor to the SD, develops and recommends statewide policy for support services programs in accordance with laws, regulations and in support of land management programs.
Reviews national and state level policy making interpretations as appropriate. Identifies need for and recommends changes in national policy to meet changing demands and needs.
Recommends revision of statewide policy and establishment of new policy to effect required program changes.
Serves as a BLM official or representative in place of the SD or ASD to other organizations on matters relating to support service programs under the jurisdiction of the BLM Colorado state office.
Serves as a member of the State Leadership Team to make decisions having policy impacts or crossing a broad spectrum of statewide program activities and to develop and establish the overall vision and mission of the work in the state office.
Assures analysis of program budget submissions and development of AWPs and long- range program allocations in consultation with other Divisions, District, and Field offices.

- An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience with the implementation of a Business, Administrative, and Support Services Program; preparing briefing reports; conducting technical and policy matters briefings; experience carrying out complex assignments in a highly original and collaborative manner, frequently involving multiple internal and external groups and teams; supervisory experience on a permanent basis or as an "acting."

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
