This announcement is open to current Career or Career-Conditional EEOC employees. As a Program Analyst at the GS-0343-11, you will be part of Office of Communications and Legislative Affairs, Equal Employment Opportunity Commission. If selected, you will be responsible for working with other internal program offices to accomplish these tasks and the tasks are planned and accomplished according to project management deadlines and processes.

Duties

Assists the OCLA director in creating and implementing process management and improvement systems designed to continuously evaluate and improve the key functional and program processes. Uses flow-charting and related analytical tools to document and study the various work processes to identify non-value-added tasks and recommend elimination or change to reduce costs, integration of new technology, or development of new procedures. Prepares documents, processes transactions, and maintains physical and electronic files applicable to operating systems and other processes. Prepares memoranda, determinations and findings, justifications and approvals on contracting and purchasing related issues. Prepares and provides technical advisory assistance to OCLA staff on contracting and purchasing matters. Reviews and processes public messages for responses; analyzes trends to provide feedback to OCLA staff on process improvements.

Qualifications

For the GS-11: You must have at least one year of specialized experience with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is equivalent to at least the GS-9 grade level in the Federal service. Specialized experience may include experience in the federal government contracting or procurement process, invoicing and purchasing processes, and employment discrimination charge and complaint process. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS- 11 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
