This position is located within the Division of Medical Services, Outpatient Services at the Phoenix Indian Medical Center, in Phoenix, AZ. The primary purpose of this position is to develop, analyze, and evaluate data, assignments and initiatives, and coordinate a comprehensive delivery system of Teleophthalmology services in support of the Office of Clinical and Preventative Services (OCPS).
Duties
Program Analyst:
Coordinates clinical and administrative operational services as well as provides support for all administrative matters affecting the delivery of the National Teleophthalmology Program. Serves as the primary administrative contact directly supporting the Program Director and the National Reading Center.
In conjunction with the supervisor, works with IHS, Tribal and Urban sites via communication and participation in meetings to promote an understanding of the program and maintain collaborative goals.
Plans, conducts, and adapts a wide variety of analytical and evaluative studies and programs involving various qualitative and quantitative methods and techniques designed to improve administrative operational effectiveness and efficiency.
Evaluates quality of care by collection and review of individual site patient adherence to recommendations.
Collaborates with Director of the program, to determine work projects and guidelines as well as the review of data from the reading center and originating sites to assist in making decisions and recommendations.
Financial Analysis: Serves as the Contracting Officer's Representative (COR 1) for contracts or agreements that involve the IHS JVN Teleophthalmology program and all sites nationwide.
Training Administration: Evaluates requirements for training of originating site staff members based on individual experience and specific needs of the originating site.
Qualifications

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Individual Occupational Requirements
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. (Document required for this qualifying option).
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS,GS-09:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: working with various computer software applications in order to gather, analyze, and develop various health care data for reporting purposes; performing administrative office tasks such as coordinating facility meetings, auditing division files, and reporting and constructing corrective action plans.
OR
Completed a master's or equivalent graduate degree that included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Completed two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
OR
Possess a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level.
MINIMUM QUALIFICATIONS,GS-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives; independently plan, develop, manage, prioritize, evaluate and problem solve to effectively anticipate program needs; progressive responsibility to coordinate and prepare departments to ensure requested actions are being implemented; and performing document reviews against established criteria such as quality measures, data retrieval and/or analysis.
OR
Completed a Ph.D. or equivalent doctoral degree that included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Completed three (3) full years of a progressively higher level graduate education leading to such a degree that included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration, orLL.M., if related.
OR
Possess a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
