This position is part of the Defense Media Activity. The incumbent will be responsible for performing analytic and evaluation in connection will planning, scheduling, acquisition, installation, integration, modification, and testing of broadcast telecommunication systems equipment and commercial services. May conduct periodic inspections of equipment areas to ensure the highest possible technical and operation standards are maintained.
Duties
As a Telecommunications Specialist at the GS-0391-12 some of your typical work assignments may include:
Develops communications systems and network requirements to meet command objectives.
Plans, conducts, controls, and coordinates varied studies and analysis to meet operational needs for network systems.
Provides technical solutions and resolves conflicts that arise with new systems and upgrades to equipment during installation of systems and subsequent upgrades.
Provides insight toward the integration of existing and emerging technologies into the enterprise architecture as well as ensuring cyber resilience in requirements planning.
Reviews and validates all proposed design changes prior to submission to the Chief, Systems Engineering.
Ensures that equipment and systems associated with studios, media production, signal distribution, transmitters, and satellite terminals are accurately defined, procured, and delivered to provide 24/7 broadcast operations.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Planning, monitoring, and evaluating a wide variety of broadcast and visual information systems.
Analyzing and repairing voice, data and video communications systems, methods and technical used to accomplish communications functions.
Planning, managing technology operations, designing, installing, and maintaining broadcast and visual information systems in radio and television stations to ensure proper use and placement of available engineering resources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391 series.
Education
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
