This position is located in Office of Administration, Logistics Management Division, Mail Management Branch. As an Management and Program Analyst, you will conduct assessments, special studies and detailed analysis for the mail management program; develop mail related policies and operational procedures using knowledge of the federal acquisition process including planning, programming, budgeting; and report on a wide range of mail and project data from a myriad of data sources.

Duties

Implement, coordinate, oversee, and advise management on a variety of complex mail management programs. Plan and conduct broad and in-depth mail related studies that lead to process improvements and the development of information management systems. Develop and write new and amend existing issuances and directives and evaluate the content of new or modified legislation for project impact upon agency mail management programs. Develop and/or conduct briefings, presentations, conference material and other communications for mail management. Develop and coordinate planning and controls for submission of mail related data and requests. Manage procurement development and acquisitions through extensive market research. Gather, compare and correlate information about projected costs of current and future mail programs and activities.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/17/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/17/2023. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Developing and conducting studies, analyzing, and evaluating proposed changes to the program; Conducting market research on applicable programs; Researching and investigating new or improved business and management practices to determine the impact on mail programs; Advising management on recommended solutions to various problems.
