This position is in Medical Disability Examination Office's Training Staff and reports under the supervision of the Chief and the Assistant Director for Training. The incumbent serves as the Senior Training Analyst and is the technical expert in all areas related to program management, coordination, and assessment of the vendor examiner training program in support of the MDE contracts, which includes over 8,000 contract vendor examination service providers world-wide.

Duties

MAJOR DUTIES Serves as senior technical advisor in all aspects of vendor examiner training program in support of the MDE contracts, to include planning, designing and executing a program to inform, train and educate general and specific audiences about and how to conduct Compensation & Pension (C&P) examinations. Serves as senior technical advisor in the identification of vendor training needs as they specifically relate to C&P examinations through review and analysis of quality review findings, surveys, focus groups, and similar tools. Incumbent advises and mentors staff to analyze the results of these assessments and findings. Serves as the senior technical subject matter expert (SME) to develop and update education and training modules and activities, either in-house or through contractor support, utilizing all appropriate media, to include web based and face to face training courses and opportunities for improvement based on the identified training needs of vendor examiners. Responsible for the lifecycle maintenance of program training materials. Conducts second level technical accuracy reviews on training products developed by others and ensures accuracy, completeness, and compliance with contractual requirements, policies, and procedures. Provides feedback, guidelines, and tools training analysts use to ensure work products are in alignment with program directives. Applies project management principles and mentors' staff to document scope, tasks, considerations, risk assessments, and recommendations to complete assigned objectives. Provides status reports on the progress of the training-related initiatives and establishes goals and tracks the progress of those efforts toward meeting established milestones. Responsible for the creation and maintenance of a vendor examiner learning management system (LMS). Provides appropriate program representation and decision-making in partnership with management and vendor(s) to ensure successful management of LMS, electronic storage and distribution of training materials, assignment and tracking of vendor examiner training completions. Leads process to validate vendor examiner training completions, verifying examiners are compliant with required training. Develops validation plan, ensures execution, and documents findings. Refers corrective actions as needed. Develops proposals and recommends solutions to training program problems to compliment the operation of the program office. Develops and disseminates reports, executive summaries, background briefings, in-depth presentations, and responses to inquiries and reports related to the vendor examiner training program. Advises on MDEO vendor examiner training policy and planning. This includes providing guidance and advice on issues associated with all aspects C&P examination training, to include contract language and training requirements. Participates in projects, work groups, task forces, etc., which are unrelated to area of training and involve other staffs and/or business lines, both within and outside of MDEO, VBA, or the Department. Analyzes data to identify and implement strategies to continually improve exam quality, timeliness, and the Veteran experience by identifying trends and recommending strategies for vendor improvement such as training, improved guidance, contract modifications, etc. to MDEO entities. Prepares briefing papers and answers Congressional and external stakeholder inquires. Represents the team in dealings with the supervisor or manager for the purpose of securing needed information or decisions from the supervisor on major work problems and issues that arise. Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/14/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-14 Grade Level: Specialized Experience: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-13 level) in the normal line of progression for the position. Specialized experience is defined as, but not limited to, experience designing, developing, or delivering training products OR has completed project management training/certification. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary.
