The Supervisory Registered Respiratory Therapist has expert knowledge of respiratory therapy methods, equipment, and procedures and oversees Inpatient Respiratory Register Therapist. The superv. RRT plans and assists in the establishment of a completely integrated inpatient/outpatient clinic care program, recommends improvements based on evaluation of facility operations, supervises and manages subordinate employees, and manages the fiscal aspects of the functions supervised.

Duties

The following is a summary of the major essential functions of this position. The incumbent should be aware that changes in required functions of the position may necessitate him/her to perform related major and minor duties not mentioned below. Supervisory Duties include but are not limited to: Manages and supervises all aspects of inpatient including clinical practice, program management, education, human resources management, and the supervision of the service. Supervises, assists, and advises all outpatient staff members which includes, at a minimum, assigning and evaluating the work of the staff, managing staff schedules, and approving leave requests. Recommends and implements changes in organization or work assignments and responsibilities to improve work, services, and job satisfaction. Assesses and evaluates staff qualifications and competency upon employment and on an ongoing basis. Supervises the care and maintenance of Inpatient respiratory therapy. Maintains current inventory of all equipment utilized, assumes responsibility of care and procurement of same. Determines safety and efficiency of equipment using medical center safety policies and OSHA as a reference. Collaborates with Biomedical Engineering to establish procedures for control of medical equipment. Maintains interdepartmental relations with other services to accomplish medical center goals, coordinates and assists in resolving issues. Resolves problems which may interfere with patient examination or treatment. Reviews and recommends new and emerging equipment and procedures. Provides instruction and training to new staff. Oversees staff development, learning, and competency training. Ensures employees complete all requires Medical Center education and training. With the Director of Patient Care Services, Chief of Staff, and Office of Education and Staff Development, plans, coordinates, and implements pertinent education programs for nursing personnel as needed. Interviews candidates for positions, recommends selection, advancements, and promotions; takes disciplinary action when necessary. Provides guidance in more complicated and non-standard cases. Clinical Duties include but are not limited to: Reviews, collects and evaluates relevant clinical data. Formulates an appropriate patient care plan based upon patient assessment. Communicates orally and in writing, changes, adjustments and recommendations with other healthcare team members. Provides effective education and training to patients, students and co-workers as appropriate. Performs emergency and acute respiratory therapy procedures in accordance with hospital and respiratory department guidelines. Actively participates in departmental quality assurance and organizational performance improvement activities. Maintains clinical and professional competency based upon established standards of practice. Assembles, checks, and corrects malfunctions and performs quality controls on equipment and technology-based equipment. Promotes a customer-centered environment, taking personal responsibility for problem solving and effective courteous communication with patients, their families, medical staff, students and co-workers. Provides patient care, which is appropriate to the cultural, cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor. Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT. Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. Physical Standards. See VA Directive and Handbook 5019, Employee Occupational Health Service for requirements (See additional information for physical requirements) English Language Proficiency. RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7403(f). Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Supervisory Registered Respiratory Therapist, GS-13 Experience, Licensure and Credential. Candidates must have: Have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. Examples of the GS-12 experience includes but are not limited to: ensure work is distributed among employees in accordance with established workflow or job specialization; assure timely accomplishment of the assigned workload, assess the status, quality and progress of work and make day-to-day adjustments in accordance with established priorities; provide clinical practice guidance for other respiratory staff and assist with technical work problems not covered by precedents or established policies for non-routine or complex procedures; assist RRTs in determining treatment options for complex patients; study the quality and quantity of work and operating effectiveness and take or recommend needed actions. Hold an active license and RRT credential. Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs: Ability to plan and assist in the establishment of a completely integrated respiratory care program. Ability to recommend improvements based on evaluation of facility operations. Ability to supervise employees. Ability to manage the fiscal aspects of the functions supervised. Preferred Experience: 3 years of experience directly supervising employees. 5 years of experience working as an RRT in a large hospital. Experience with developing and managing large budgets. Experience with procurement of medical equipment. Experience creating and executing complex work schedules to ensure adequate staffing for a large clinical section.
