This position is located in the U.S. Department of Transportation, Office of the Secretary (OST), Office of Small and Disadvantaged Business Utilization (OSDBU). The OSDBU is responsible for ensuring that small businesses are treated fairly and that they have an opportunity to compete and be selected for a fair amount of the Department of Transportation's prime and subcontracting opportunities.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Interpreting and preparing reports and giving presentations to a variety of groups and individuals. Validating invoices for financial accuracy against the obligated funding associated with the contract To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience in developing programs and funding processes, creating budget plans and solutions. Overseeing and implementing programs and policy objectives including contracts, appraisals, purchase orders, and budget plans. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include: Developing programs, policies, and market outreach strategies. Experience advising senior managers on program evaluation and effectiveness, training needs, and plans to implement agency goals and objectives. You cannot qualify on education at the GS-13 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities). Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
