If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Privacy Policy and Compliance incumbent's duties and responsibilities lead a wide range of privacy programs that may include any of the following duties, as prescribed under the analyst's assigned office: Serves as an advisor who provides technical and administrative guidance on complex privacy and disclosure issues. Also, develops Privacy-related policies for nationwide application to both internal and external customers. Performs analyses on efficiency and effectiveness using a wide range of qualitative and quantitative methods. Plans, develops, coordinates, and establishes operating methods and procedures for accomplishment of the privacy mission and implements the privacy program objectives to ensure guidance and procedures comply with all applicable Federal privacy legislation, regulations, OMB guidance, and IRS policies for integration of privacy as a foundation within the IRS systems. Meets with managers and senior analysts within the Service to articulate and assist in meeting the overall goals and objectives of the privacy program. Serves as liaison to internal and external customers to clarify and resolve complex issues. Provides guidance and advice on Privacy Act and laws ensuring compliance in these areas (for example, does content on a SharePoint site require a Privacy Impact Assessment). Plans and conducts educational training sessions on Privacy and eGovernment Acts requirements. Reviews and evaluates the agency privacy program requirements. Also, develops, implements, and maintains privacy policies and procedures. Evaluates the impact of any privacy and civil liberties legislation and regulations on the organization's activities.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-08 grade level in the Federal service. Specialized experience for this position includes: experience applying the methods, precedents, and guidelines related to individual and/or business accounts to determine the appropriate amount of tax, penalties, interest, or payments. Experience applying methods, precedents, and guidelines related to Accounts Management programs. Communicating specialized information with internal and external customers verbally or in writing to clarify and resolve their account or tax issues and to fully advise the taxpayer of options available for meeting tax obligations. Experience working and/or dealing with individuals including, third party representatives, where individuals are evasive, irate, and unwilling to accept the Service's or Employers position as to the determination of their account. Experience using interviewing techniques (e.g., disclosure requirements) to obtain and exchange information regarding reported or under-reported items. Experience using on-line systems, investigative techniques and procedures to research materials to make determinations. Experience in written communication in order to prepare and present reports, draft proposals, conduct presentations, coordinate work processes and provide constructive feedback. Experience utilizing inventory management procedures to control casework and conduct research. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". You must meet the following special requirements: BILINGUAL POSITIONS: If applying to a bilingual position, you will be required to demonstrate proficiency in Spanish. You must be able to speak, read and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
