Duties

WHAT IS THE WI - Wage and Investment DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage and Investment Service Centers Puerto Rico Accounts Management The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Knowledge of management techniques, methods, theories, principles, and employee relations concepts to ensure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives. Knowledge and understanding of appropriate operations, policies, applicable laws, regulations, rules, practices and procedures of the Internal Revenue Service in order to assign, monitor, review and evaluate program effectiveness, work processes and quality issues that impact the level of service provided. Knowledge in networking and relationship building to develop and maintain effective liaisons with internal and external customers and representatives, specifically headquarters Policy Analysts, in order to provide quality feedback and recommendations designed to improve and promote innovative ideas to improve taxpayer service. Knowledge of Embedded Quality and systems used to complete the various types of quality review and the systems used to gather statistical data. This includes monitoring the CER system to ensure a random equitable case selection is completed for CER review. Knowledge and skill in analyzing various forms of data perform trend analysis on a regular basis to identify and address recurring issues with quality, coding, etc., providing feedback to IRM authors based on trends identified. Develop recommendations and associated documentation to address trends and improve quality. Fluency in oral and written communications in Spanish and English acquired through education or training; or demonstrated use of linguistic skill through testing or work experience sufficient to provide and obtain information from customers who speak the language.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE:IR-7 Level: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: · Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. · Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;. · Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". AND THIS IS A BILINGUAL POSITION: Applicants will be required to demonstrate proficiency in Spanish. You must be able to speak, read and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
