This position is part of the U.S. International Development Finance Corporation (DFC), Office of Information Technology. As an IT Specialist (APPSW) you will serve as the Senior Portfolio Manager, Application Development, reporting to the Director of Application Development and will exercise broad responsibility for management of all system development projects that are a part of the modernization and enhancement portfolio.
Duties
As an IT Specialist (APPSW), you will:
Oversee all activities for system development and maintenance projects, including planning and scope definition, and managing tasks, monitoring budgets, tracking license and contract renewal requirements.
Participate in all phases of the Software Development Life Cycle (SDLC), including the planning, systems analysis, systems design, implementation, integration, testing, deployment, and maintenance of the DFC's applications.
Coordinate application implementation activities with customers and other OIT support areas as well as ensure application development and maintenance activities meet the customers' expectations upon delivery.
Provide innovative, cost-effective software application development recommendations with a "cloud first" approach.
Ensure systems within the DFC architecture are meeting cybersecurity requirements; coordinate with security team on compliance and create, update security authorization documentation as required.
Provide technical coordination to application development division staff and contractors.

BASIC REQUIREMENT
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

ADDITIONAL REQUIREMENT
In addition to the Basic Requirement listed above, you must meet the required specialized experience listed below.
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following:
1) Experience with management of large application development portfolios of custom code or low/no-code, or Software as a Service (SaaS) software products;
2) Experience with drafting Software Development Life Cycle (SDLC) documentation and;
3) Experience developing/updating system security authorization documentation.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
