Duties

The primary purpose of this position is: To lead, supervise, and direct daily actions of all personnel within AADA and AADC to ensure effective and efficient global allocations. Shares with the Director the responsibility for managing the activities of the directorate. Represents the directorate in the absence of the Director. DUTIES: Plans, organizes, and directs the activities of the Airlift Allocations Directorate (AAD), ensuring that global allocations comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 618 AOC/AAD with a variety of installation and functional area organizations. Oversees airlift requirements in support of AMC Rapid Global Mobility and USTRANSCOM mission. Serves as a recognized advisor and authority on all facets of Air Mobility Airlift Allocations.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is a drug testing designated position. The incumbent is subject to random testing
  • Must be able to obtain and maintain an appropriate Security Clearance.
  • Employee may be required to work overtime. Incumbent may be required to be on standby to respond to emergency requirements, which could involve procuring transportation, resolving on-the-spot problems, and assisting customers in emergency situations.

Conditions of Employment: (cont'd) This position is designated as a "key" position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Unless an alternate can be designed to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to USTRANSCOM, MAJCOM and Air Operation Center; and Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Joint, Military, USTRANSCOM, and AMC organizations to provide command level staff guidance and/or effectively cultivate and enhance senior leadership's situational awareness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to USTRANSCOM, AMC and 618 AOC air mobility operations. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Joint, Air Force, USTRANSCOM, and AMC organizations to provide command level staff guidance and/or effectively cultivate and enhance senior leadership's situational awareness. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational divisions to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
