This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Contract Specialist Position with Galveston Contracting Division, Construction Branch, located at Galveston Texas.

Duties
Serve as a senior Contract Specialist with responsibility for pre-award and post-award contracting functions for a variety of the more complex construction requirements such as commercial activities.
Analyze procurement directives to determine method of contract (sealed bid/negotiated) most suitable contract types.
Preform pre and post award functions including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of requirement through contract close out.
Manage/negotiate assigned contracts to ensure timely receipt of all contractual data specified.
Prepares contractual correspondence with contractor, including requests for contract deviations from contract requirements.
Utilize effective procurement processes and good management to ensure timely delivery of goods and services to the customer.
Interpret contractual obligations and to resolve any problems as a liaison to contractors for supply and service contracts.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure Statement (OGE-450) is required upon entry and annually.
- If selected duty station is not within local commuting to the Galveston District a remote work agreement must be signed with the expectation of at least 4 TDY visits to the Galveston District office yearly.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contracting Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing 2 out of the 3 following duties: 1) Performing pre-award and post award functions including price cost/ analysis and negotiations AND 2) Negotiating procurement and modifications to existing contracts AND 3) Preparing or issuing solicitation documents for service and/or construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. DUTY LOCATION INFORMATION: If an alternate duty station is negotiated, the position will be considered virtual. This position would be considered remote and be required to sign a remote agreement with the expectation of at least 4 TDY visits to the Galveston District office yearly.
Salary posted is a range for the standard duty station localities and will be adjusted to the locality of selectee's physical duty location.
