This vacancy is for a Human Resources Specialist position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Human Resources Specialist, 0201, 12/13, FPL GS-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding of findings and recommendations related to strategic workforce planning, and human resources (HR) program review/evaluation.
Provide advice and technical assistance to management at all organizational levels on the full range of human capital programs.
Develop plans, procedures, and operating methods for HR programs through project assignments.
Determine if the HR program area adheres to all federal legal regulations, agency policies, internal policies, and procedures.

Qualifications
Specialized Experience:
For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service.
Experience for this position includes: Developing plans for the implementation of HR program policies and procedures; providing advice and assistance to management on the full range of human capital programs and areas; preparing and presenting briefings and status reports to managers related to HR programs; and reviewing HR program areas for compliance with organization policies and procedures.
For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service.
Experience for this position includes: Gathering information and translating findings into specific corrective action including new or revised program requirements or guidance, training, or other appropriate measures; providing feedback and follows up when appropriate, to assure completion of statistical analysis and HR compliance for the office; developing methods to monitor program effectiveness, prepares analysis of human capital data and quality trends in the organization for human capital programs; Initiates, compiles, and prepares data submission for reports as required; developing plans and perform full range of pertinent assigned segments of program development and evaluation for human capital programs; providing technical advice and guidance to resolve human capital program challenges faced the organizations; and collaborating with peers and leadership to develop or implement policies, guidance, and procedures.
There is no education substitute for specialized experience at either grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
