This position is located in the Service Center Operations Directorate, California Service Center. As an Operations Support Specialist, you will manage day-to-day building operations, security, safety and vendor services essential to supporting the operational activities throughout the Service Center.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Coordinates USCIS facility related matters with General Service Administration, lessors, contractors, and other internal and external customers or entities. Serves as focal point for building issues. Analyze and coordinates maintenance, repair, and construction work including design, planning, funding, and execution. Develops, monitors projects for building modifications, repairs(including furniture), and safety issues related to facilities. Coordinate and collaborate with internal and external program offices in developing work- space requirements, statements of work, and government cost estimates for use in contracting and issuance of reimbursable work authorizations. Advise employees, supervisors and managers on technical facility and space management policies and procedures. Analyze and evaluate effectiveness of complex and substantive management support and administrative systems, programs, and processes. Participate in strategic planning, or development of business strategies and recommends internal procedural changes.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/16/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/16/2023. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-10 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Analyzing administrative data from a variety of sources to develop trends, patterns, profiles, estimates, and studies. Preparing preliminary and finished reports and documents and representing the office in dealings with vendors and personnel from administrative support organizations. Performing duties associated with day-to-day building management operations. Identifying and recommending solutions to a wide range of facility issues. Capturing and analyzing data from a variety of sources (contractors, vendors, lessors, building managers). OR You may substitute a doctoral degree (PhD or equivalent degree), or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. (if related for experience) at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: In addition to the requirements at the lower grade level(s), you qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Performing liaison functions and serving as a point of contact with internal and external customers and organizations. Effectively presenting an organization's facilities needs and establishing harmonious working relations with various counterparts. Research, develop and recommend new practices and procedures for the efficient use of facility resources. Performing duties associated with day-to-day building management operations to include building construction and management programs, energy conservation, building inspections, building tenant moves, providing efficient building services, preventative maintenance, repairs, custodial, landscaping, lease enforcement, space management, acquisition, occupant emergency program, security, safety, recycling, joint space, and parking. Performing inspections to ensure services are being provided per scopes of work and lessors are in compliance with leases and monitoring service and alteration/construction contracts.
