About the Position: This position is located in the Directorate of Public Works Business Operations Division at Letterkenny Army Depot in Chambersburg, PA.

Duties

Direct the planning, staffing, and management of a public works facility at a multi-mission depot. Provide utility, equipment maintenance, and motor transportation services for the depot. Ensure compliance with hazardous materials/waste regulations and procedures. Maintain buildings and grounds to include repair, modification, and/or new construction. Develop long-range plans for manpower requirements, budget analysis, and contractor performance. Confer with internal/external management to establish services required and resolve issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess or be able to obtain and maintain a SECRET security clearance.
  • Must be willing to provide coverage on evenings, weekends, holidays, or special situations.
  • This is a mission essential position may require to report to work or remain at work as scheduled to support mission operation in the event of severe weather conditions.
  • Must submit an OGE-450 Financial Disclosure statement upon appointment and annually thereafter.
  • One-year supervisory probationary period is required, unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) Overseeing facilities maintenance programs such as maintenance, engineering, and property acquisition phases; 2) providing senior management and staff on operational objectives; 3) evaluating program funds to ensure no anti-deficiency acts are committed; and 4) Implementing operation requirements, policies to include labor-management relations and equal employment opportunity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
