This position is located in the National Labor Relations Board (NLRB), Office of the Solicitor. The primary purpose of this position is to provide guidance and recommendations on major questions of law and policy arising in connection with the Board's general operations, adjudication of cases, the defense and court enforcement of Board orders, and compliance with general administrative law.

Duties

As a General Attorney (Labor) (Assistant Solicitor) GS-0905-15, your responsibilities may include: Making recommendations on matters arising before the Board for determination or decision, particularly with respect to legal sufficiency, principles, techniques, standards, policies, and Board and Court precedents; handling multiple assignments simultaneously; works speedily and efficiently; and does so with high productivity. Reviewing, analyzing, and advising on matters including legal questions involving the Board's general operations, functions, and authority; the impact of proposed legislation in reference to the operations of the Board and/or Agency; the sufficiency and appropriateness of changes to Board regulations, procedure, and operations, including delegations of authority and organizational structure; and internal labor management relations and employment issues. Representing the Solicitor and the Board in contacts with the Office of General Counsel, the Executive Secretary's Office, Office of Congressional and Public Affairs, and other Agency offices, advising and consulting on cases or issues and furnishing legal interpretations in light of the Board's position and policies, and opinions on general questions of law and administration. Preparing detailed analyses and drafting decisions on assigned cases before the Board requiring expedited consideration; drafting legal documents, memoranda, or correspondence for signature of the Solicitor or Board Chairman regarding matters of law, procedure, policy, and the Board's authority.

IDEAL CANDIDATE STATEMENT The Ideal Candidate for the General Attorney (Labor) (Assistant Solicitor) position has senior level expertise and knowledge in the area of traditional labor law. The candidate has demonstrated an ability to provide expert legal analysis and advice in an efficient and productive manner on complicated matters. The candidate has experience drafting complex decisions for approval by superiors and has exemplary legal research and writing skills. Outstanding oral communications skills are vital. Prior experience in a judicial clerkship is deemed valuable. BASIC REQUIREMENT An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or J.D.). In addition to the BASIC REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS To be qualified for this position, applicants must have one year of specialized experience, equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a General Attorney (Labor) (Assistant Solicitor) at the GS-15 grade level. Specialized experience includes: Experience providing guidance and recommendations to senior management to render decisions and changes to questions of law and policy; and Experience conducting detailed analysis of applicable laws, procedures and policies to prepare draft decisions for review. This experience must be fully supported and articulated in your resume to receive consideration. BAR MEMBERSHIP AND CERTIFICATION Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. An Agency's Internal or a Self-Certification Form is not acceptable for verification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or J.D.).
