About the Position: The Director of Human Capital is located at Program Executive Office, Simulation, Training, and Instrumentation (PEO, STRI) in Orlando, Florida.
Duties
Interface with senior Army personnel on military and civilian human resource and acquisition issues.
Assist in the formulation of personnel policy, programs, and procedures affecting PEO STRI personnel within the DoD-wide Acquisition Workforce Personnel Demonstration Project (Acq Demo) and Defense Civilian Intelligence Personnel System (DCIPS).
Personnel Demonstration Pay Pool Manager.
Directly and through subordinate staff members, coordinates, manages, and executes all necessary activities associated with the DoD Acquisition Workforce Personnel Demonstration Project.
Educates, train, and advise both supervisors and employees on the operation of the Demo Project, establishing priorities and schedules.
Supervise and Directs the Human Resource Staff. Directs, leads, and supervises the senior human resources staff leading personnel administration and talent management missions.
Responsible leading their team in the strategic planning, development and implementation of human resources functions.
Oversee planning, development, and execution of comprehensive programs for military and civilian human resource services.
Oversees and directs personnel and talent management functions for the PEO.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience which includes; Leading special projects and acquisition driven initiatives designed to improve an agency's ability to effectively recruit, retain, and develop the Civilian and Military workforce. Partnering with others to develop the agency's vision and strategic plan, including goals and objectives, for the purpose of improving recruitment performance and talent management. Analyze workforce and organizational information to indicate trends, identify problems, and develop solutions in response to evaluation findings. Participates in near-term, far-term, and strategic planning to fully integrate military and civilian human resource management considerations and management goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03/GS-13).
