The Program Specialists position provides support to the Program Manager and ultimately the Chief of Quality and Associate Nurse Executive for Safety, Value (QSV) Service. The incumbent is responsible for coordination and the Patient Safety Program (PS); System Redesign Program (SR); High Reliability Program (HRO) and requires performing analytical work such as the collection, computation, research, tracking, and trending of data and program information.
Duties
Assists the PS Program; Systems Redesign (SR) Program; and High Reliability (HRO) Program staff as the Program Analyst.
Performs duties independently and in conjunction with facility staff.
Supports the patient safety activities; system redesign activities; and high reliability activities.
Analyzes trends, and makes recommendations resulting from the information gathered and generates reports.
Managing schedules at multiple levels within the organization, attending meetings, preparing agendas/minutes, presenting briefings, exhibits, charts, reports, and other narrative and statistical material, and facilitating decision making.
Makes recommendations and prepares required reports.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience using an electronic medical record system.
Experience recommending changes in administrative polices and procedures.
Skilled in Microsoft programs.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's degree OR equivalent graduate degree that pertains directly to the duties of the position. OR, You have successfully completed two full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR You have a LL.B. if related. NOTE: Official/unofficial transcripts must be submitted with your application or your application will not be reviewed. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education as described above which totals in excess of the first year or an excess of 18 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience working in a medical center.
Experience participating in readiness for regulatory agencies, emergency preparedness, program communications, and all similar or closely related activities.
Experience translating flowcharts into Healthcare Failure Mode Effect Analysis (HFMEA) worksheets, and applying hazard score matrices to reflect priority focus areas.
Experience assisting management with the National Patient Safety Alert recall database.
Experience advising administrative personnel on matters such as directives, reports, correspondence, and telephone procedures. OR
Education:Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education described above which totals in excess of the second year or an excess of 6 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
