The primary purpose of this position is to serve as the primary Intercontinental Ballistic Missile (ICMB) and Sentinal Program Specialist for Air Force Global Strike Command. The incumbent conducts comprehensive analyses of a wide diversity of ICBM/Sentinel functions and processes.

Duties

Identifies and analyzes key issues, develops strategies, and advises senior leadership on recommended courses of action on a broad variety of topics related to ICBM functions. Serves as ICBM Project Officer for AFGSC directed initiatives and special interest items. Coordinates review of higher level taskings, identifies best course of action, potential problems, and recommends AFGSC response. Provides consulting services and project coordination. Attends meetings, conferences, briefings, and seminars related to ICBM/Sentinel program planning, advanced technologies, and support system concepts.

  • This is a Centrally Managed Position in the Logistics Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive in-depth knowledge of the mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge is applied when assessing programs/projects, analyzing findings and making recommendations on substantiative operating programs. The work requires skill in preparing staff reports/briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Extensive knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of administrative and technical programs. Knowledge of military command structure, missions, programs and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events. Skill in analytical ability to discern short-, medium-, and long-term effects of changes in operations, practices, procedures, and policies, and to effectively analyze various components of operations as part of the integrated whole. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of processes and administrative and management support program operations. Knowledge and ability to apply regulatory and procedural requirements to complex situations, in order to analyze, develop, and recommend ways to improve the effectiveness, efficiency, and timeliness of work operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of ICBM weapons system operations and maintenance; knowledge of weapons system and facility maintenance at Missile Alert Facilities and missile Launch Facilities; and knowledge of weapons system nuclear certification processes. Knowledge of a broad range of engineering and constriction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, an local codes and regulation; of standard contracting regulation, practices, and procedures as is relates to facilities engineering; knowledge of health, safety, and environmental requirements as outline in applicable standards, regulations and/or technical orders; of environmental principles, practices, procedure. Laws, regulations, and current legislative issues; and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross-functional teams to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
