The Defense Civilian Personnel Advisory Service (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the Department of Defense (DoD) civilian workforce's mission readiness and enhance all aspects of the total civilian lifecycle.
Duties
As a Supervisory Human Resources Specialist at the GS-0201-15 some of your typical work assignments may include:
Serves as the Director over the four major Employment and Compensation subdivisions encompassing one or more all of these functional areas and manages the organization by exercising technical and administrative supervision over assigned employees. Employment and Compensation develops DoD-wide policies and provides expert technical advisory services to all levels and activities within DoD on civilian personnel employment and compensation policies, provides training services, and offers technical and advisory support to DoD and human resource specialists on staffing, position classification, compensation, strategic outreach and recruitment, and workforce shaping/civilian transition programs.
Manages the development of policy recommendations and oversees the provision of interpretive technical advisory services to the DoD community.
Oversees the development and coordination of new instructions, policy letters, and SOPs and ensures the effective dissemination of new or changed requirements to all DoD organizations to include HR staff in headquarters and field offices.
Makes final recommendations on DoD-wide policies, programs, and procedures in the areas of staffing, position classification, compensation, strategic outreach and recruitment, and workforce shaping/civilian transition programs.
Serves as a principal advisor and provides briefings to senior management officials within DCPAS on broad HR issues and problems with recommended courses of action. Establishes partnership with DoD functional representatives to ensure that policy and regulatory remedies are responsive to workforce needs.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Drafting and amending legislation, policy and guidance.
Leads multiple sub organizations on a full range of civilian human resources related issues and topics, related to staffing, position classification, compensation policy, strategic outreach and recruitment, and workforce shaping/civilian transition programs, Field Advisory and Support (FAS),
Plans and assigns work, sets priorities, advises on program goals and objectives, and makes decisions on work problems presented by subordinate leaders
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
