This Senior-Level (SL) position is located in the Office of Mission Support, Office of Digital Services and Technical Architecture. About OMS.
This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized.
Duties
The Chief Data Officer (CDO) position is located in the Office of Digital Services and Technical Architecture (ODSTA) within the Office of Mission Support (OMS). ODSTA serves as Center of Excellence for agile systems engineering and project management, planning and managing the architecture and future directions of EPA’s Information Technology infrastructure and identifies new technologies and technology support capabilities in response to Agency requirements. The Chief Data Officer serves as the primary visionary and facilitator of an Agency data strategy, identifying Agency-wide targets on data value and data use, leading culture change throughout the organization, and assisting senior leadership in resourcing to enable success.

Qualifications
To qualify for this position, you must have either:
IT-related experience demonstrating each of these four competencies:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;
OR a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements:
To qualify for this SL position, you need to have at least one year of full time experience equivalent to the GS-15 level defined as developing data governance guidance, advising on the adoption of data lifecycle management, and identifying strategic infrastructure investments that support environmental data management functions.
