The position is located in the Office of Policy, Planning and Resources (R/PPR), Office of the Under Secretary for Public Diplomacy and Public Affairs (R), Department of State (DoS).
Duties
Serves as an expert adviser to the Under Secretary and senior leadership within R/PPR, the regional bureaus and at post on the most effective use of public engagement strategies to build support for the achievement of U.S. foreign policy objectives.
Oversees a team of researchers and writers compiling and documenting standards, principles, and best practices in PD tradecraft.
Compiles research and data to establish the theoretical and practical bases for the practice of public diplomacy.
Leads a team of researchers evaluating this data to identify best practices, lessons learned and effective strategies in the practice of public diplomacy.
Represents R/PPR and R in departmental and interagency working groups and meetings with representatives of think tanks, academia, and the private sector as an expert on PD practice.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading a team of researchers to collect, synthesize, and prepare for publication-quantitative and qualitative data related to diplomacy and international public engagement.
Experience analyzing quantitative and qualitative data from across the government to analyze and present complex information and to identify best practices and lessons learned in National Security, and public engagement.
Experience developing learning and training materials for U.S. government practitioners, using best practices for instructional design and effective training delivery.
Experience coordinating and representing the agency in conferences, meetings, and discussions with interagency representatives to support public diplomacy activities and advance U.S. interests.
There is no substitute of education for specialized experience for the GS-14 position.
